Is that the official cover for the game? or is it just one that somebody made?

I'm pretty sure that's not the official cover...the official cover (at least for the PS3) has been released and it looks nothing like that.
I suppose each platform could get a different picture of Tebow on it, though.

I was told that this is the official XBOX 360 cover. and Tebow will be on all versions of the game.

Well, if all platforms get different versions of the Tebow cover, I'm gonna be sending a lot of money to EA, haha.
EDIT: I see that the Xbox 360 cover (on EA's website) is the same as what you've posted. EA's marketing department is pretty clever...

EA needs to actually fix gameplay & server issues before worrying about who is on the cover(s)
