Proposed rule changes. Must be approved by the NCAA by next month.

• Coaches receive another instant replay challenge if first one is upheld
• When a kickoff goes out of bounds, teams can choose either to take the ball on the 40 yard line or have the team rekick
• All facemask penalties are 15 yards
• Horse collar tackles are personal fouls for 15 yards
• No more sideline warnings. Refs can call 5 yard penalties without any warning

I'm not sure I like the facemask rule. I doubt it will get changed. Sometimes a players hand can slip into the mask.

Unintentional facemasks should still be 5 yards.
