Why hasn't Billy D signed yet?

The AJC has an article about why Billy Donovan hasn't signed his contract extension yet.

Must be nit picking over some small issues. It's cool though that he's getting paid new money even though he hasnt signed the contract.

I was thinking the same thing. After that episode with the Magic he's forbidden to talk to an NBA team for five years, so we don't need to worry about that - but what's really keeping him from signing?
